Oslo, Norway, has opened a new $800 million opera house that looks like an iceberg sloping into the fjord. The marble-clad center — Norway’s largest cultural building in seven centuries — took five years to complete and is part of a giant complex designed to revive the harbor-front area. All of Norway has only 4.7 million people, but the country is the fifth-largest oil and third-largest gas exporter.
